Description: Perform requirements analysis, define service levels and metrics, proactively monitor line of business operating performance, and provide cost recovery strategies using a structured business architecture approach. Requirements: Candidate must have a Masters degree and 10 years experience in Fee for Service Model, chargeback accounting, and IT operations, disciplines, and industry trends. Job Summary
The Colombia -CFSP � FOB Manager Plans, manages monitors and ensures satisfactory completion of the Colombia Critical Flight Safety Program (CFSP) objectives. Maintains lateral communications and coordinates activities with all other managers and supports the Country Program Manager (CPM) maintenance life-cycle program. He has direct supervisory responsibility over all programs personnel and attached support personnel assigned to the Site. Principal Accountabilities
JOB DUTIES & RESPONSIBILITIES
1. Plans, organizes and manages The Colombia CFSP for successful completion and with contractual requirements.
2. Provide personnel management oversight to assigned employees, provide for Human Resource assistance, security, housing, transportation and work flow scheduling.
3. Provide daily guidance to support managers on site, discuss ongoing and future support requirements.
4. Maintains positive communication with Colombia Management Team.

• Provides continuity of IT support during and after disaster operations, for mobilization, setup, maintenance, disassembly and demobilization of IT resources for the IMAT, Joint Field offices, (JFOs) and Virtual JFOs that are conducted using the RRCC facility.

You will serve in the Kansas City Close out Center (KCCC), Region VII, Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS) located in Kansas City , MO. In this position, you will report directly to the Logistics Branch Director and/or Deputy Logistics Branch Director. You will provide property management support the the KCCC's daily operations as well as serve as lead to a staff which ensures ongoing control of all accountable equipment consistent with disaster operations policies, established plans and regulatory guidance.

PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
This position is being announced under FEMA's CORE Program (Cadre of on-call Response/Recovery employees). These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund. Appointments are excepted service, temporary appointments. This is a 2 year temporary appointment in the Excepted Service.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.
Relocation expenses are not authorized for this position.

Specific Duties: The incumbent coordinates and controls property and/or equipment within a designated management area or a specialized filed of supply operations for the KCCC's inventory management program and performs a variety of accountable property management duties in the areas of property accountability including acquisition, utilization, identification, inventory control, and disposition of all equipment. The incumbent ensures that all property and equipment items are used for the purpose procured and intended, and are properly maintained and accounted for according to laws, regulations, and policies. The incumbent develops procedures to ensure proper protection, security, and maintenance and provides technical direction. The incumbent prepares reports, property inventories, and statistical analyses, as required.
In addition to providing day-to-day property management, recovery and deactivation plans need to be developed and conducted to account for an orderly, time-phased close out of the property over a two to three year period. This will include, but not limited to, disposition determination of excess material, identification and resolution of transportation requirements to ship accountable property back to authorized storage centers involved during close out of all facilities associated with the disaster.
Incumbent implements accountable property program objectives and performance goals, and evaluates progress toward their achievement. Manages activities for property disposal and reutilization and ensure that federal and DHS/FEMA regulations are met. Assures sound property management to include accountability, issuance and recovery of all personal property is followed. Assures sound management of property requirements necessary for day-to day operations.

Experience Required:
Have an in-depth knowledge of Security and life-saving Medical procedures. Have a working knowledge of FOL sanitary requirements to maintain a healthy working environment. Have knowledge of advanced cardiology, to include operation of defibulatory equipment, accurate reading and diagnosis of cardiac strips, and ACLS algorithms with appropriate drug treatment protocol. Avanti Placements is searching for a Technical Radio Manager, Radio Technician and Studio Manager for deployment to Afghanistan for a Regional Radio Centre ( RRC) broadcast media project.
The Technical Manager will be responsible for the radio team and will perform all technical operations and maintenance pertaining to the Regional Command Center (RCC) broadcasting studio’s software and hardware in order to conduct radio media broadcasting. Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C. Although a specific length of time and experience is not required for most trade and labor occupations, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
MEDICAL EXAMINATION: All applicants are required to pass a pre-employment medical examination provided at the government expense.

WORKING CONDITIONS: Work is usually performed in an office setting or in industrial areas, at times under conditions of extreme stress caused by the need to keep all equipment fully operational. May perform duties under extreme mental tension and stress and must be emotionally capable of working in confined spaces for prolonged periods of time. Employee is required to operate large valves, lift grates/hatches, and other jobs requiring up to 75 pounds of pulling or turning force. Work requires prolonged standing, walking, climbing, bending, stooping, twisting, pulling, pushing, and kneeling.
Works on a rotating shift, inside, in well-lighted work areas. Works outdoors for short periods with exposure to climate extremes. Occasionally works in proximity to high voltages and currents. Incumbent is often exposed to equipment and machinery noises, and is subject to the discomfort of wearing safety equipment such as hard hats, ear plugs, and breathing apparatuses. Must wear appropriate safety equipment and protective clothing. Work is also performed on uneven surfaces, outdoor and indoor, including steep inclines on rock or gravel surfaces and unimproved areas. Required to work in hot, cold, damp drafty areas and confined spaces, crawl spaces, under floors.
PHYSICAL EFFORT: The heaviest weight handled by the employee unassisted will normally be 50 pounds and with assistance, 100 pounds or more. Work requires hand-eye coordination and manual dexterity to manipulate tools. Work may require stooping, stretching, bending, and kneeling.

Incumbent must be able to obtain a Universal Refrigerant Certification.

We are seeking a Tactical Field Engineer to provide close access technical/tactical SIGINT collection in support of customer operations around the globe. As a member of a highly elite team of personnel you will be performing both ground and airborne SIGINT support to operations that have a high impact to National Security. The customer requires carrying weapons for defensive purposes in some locations. During air operations you are required to support others that are directly supporting ground operations. Ground operations require work with a very small team of highly skilled operators by providing them with critical intelligence information. Customer specific training is required and will be provided. Typical deployments are 90 -120 days, one to two times annually. Typical danger and hardship premiums are applicable.

Security Clearance: Able to attain a TS/SCI

Required Skills/Background: Must have an understanding of SIGINT collection concepts. Specific equipment training will be provided. GSM ground and air SIGINT collection experience is highly desirable but not required. Must have either a military background or equivalent with service in a war zone or special operations training, such as Green Berets, SEALs, Delta, US Army Rangers, USMC Force Recon and/or MARSOC, Para Rescue and SWAT. Must be highly mature, have solid leadership traits, diplomatic skills, good cultural and situational awareness. Must be physically fit with a personal desire to maintain that fitness.

Must be willing to relocate to the Charlotte, NC area.

Desirable Skills: Background in tactical air or ground SIGINT collection, analysis, training. Background in SIGINT collection and geolocation. Background in SIGINT equipment collection. Special Operations experience within the past 5 years. Foreign language skills in Arabic, Farsi and/or Spanish. Demonstrated ability to work as part of a small team.

Education: BS in Electrical Engineering, Physics, Telecommunications. Military experience in the before mentioned areas are a substitute for these degrees.
